No work on dirt access road to water tower during time of inspection. Trackout in upper cul-de-sac has been cleaned up.

The access road drainage channel off of Trapper place has been regraded so the water will flow in the channel rather than around. There is sediment and dirt built up on the rocks at the outlet of the pipe. The sediment should be removed from the channel.

Trackout on Barber drive and Harris ranch road has been swept. Sprinklers water the dirt alley way causing there to be trackout when people drive through the mud. Potentially fix sprinkler spray direction so they are not hitting the alleyway or add road mix to dirt road to stop the trackout problem.

Barber dr and Harris Ranch road at the bottom of the hill has some trackout from dirt road/alley that is between the existing houses and HRN. Asked RP Rolo to clean up when sweeper comes through and to potentially add road mix to the entrance/exit of the road. RP thinks the sprinklers get the dirt road wet then people drive through and create trackout.

Lower drainage channel: WIP on lower drainage channel where check dams were previously located. Lower drainage channel piping and outlets are being re done.

Drainage channel on access road: The temporary measures to divert water back into the drainage channel have been unsuccessful. The run off from the rain event last night is draining out of the piped outlet and the flowing to the outside of the rip rap channel causing erosion of the drainage channel. This channel will need redesign and repairs.

Lot 26 block 1: slope failure has pushed wattles and sediment into drainage channel water is ponding. Corrective action: remove wattles and sediment from drainage channel. Replace wattles when possible
Drainage channel on the access road: The sock is partially working. The water is still evading the engineered channel and eroding its own channel. The natural stream has been slowed by the sand bags but is still eroding its own channel. Neither flows are merging back with the engineered channel until much further down the slope.
Check dams: have cut large channel down the middle of the check dams. Have deposited sediment behind check dams. Some check dams are almost over topped with sediment.
The pond look ok.
Will continue to work on action plan for site.

Meet with Luke (ACHD ESC) to do turbidity testing at lower outlet into creek. Samples were about 16NTU. Corrections were made to the rip rock channel where the water had run outside of the rip rock. They added a sock to the end of the outlet pipe, rewattled the slop next to the outlet, sandbagged the natural channel and some other problem areas to slow water and keep it in the channel. Very low flow occuring.

Site walk through with Syman. Walked back access road to evaluate the concerns. Syman is planning on diverting the water to flow through the rip rap channel rather than cutting off to the side.

Viewed the check dams along barber dr. and Syman will work with engineer for redesign. Noted that water is flowing around check dams during high flow rather than down the center of the dam structures the cahnnel should be stabilized with ECB.

Notified RP of inspection observations from 1/11. Discussed the following:

- next to the access road from Council Springs Rd., treated runoff water discharged from stormwater pond is eroding a channel outside of the rip rap lined channel and picking up sediment and removing soil from site. This water flows to Council Springs Creek. RP stated he was aware of issue, but no actions have been taken. Additional sediment controls & corrective efforts to route the water to correct channel should be implemented as weather conditions allow.

- water running through the drainage channel to west of Barber Drive is flowing around check dams, flowing through & under check dams, no pooling of water, and no channel stabilizing erosion controls were installed or vegetation established. The check dams may not have been designed for the high runoff volume and velocity occuring and will need repair and re-design. Water passing through this area is retained in the onsite stormwater ponds.

Conditions are not ideal for immediate corrective actions due to below freezing temperatures, and unstabile & water logged ground, however having identified these problems the issues should be addressed

Significant snow melt and storm water runoff is occuring on site. On the front side of site, all water is being retained in the stormwater ponds with no offsite discharge. Within the system the flow of water has eroded the check dam lined channel on the west side of Barber Dr up the hill near Hoot Owl. Check dams need new design with a V shape weir in the center to allow water to go down the middle of the channel instead of around it. The channel should also be stabilized and/or vegetated when conditions allow.

On the back side, there is some snowmelt and stormwater runoff discharging to Council Springs Creek per design. The retention/settling ponds are working to treat runoff but after discharging water has routed outside of the geotextile & rip rap lined channel causing erosion. Several areas of mudslides have displaced wattles and rill & gully erosion is occuring. Water running down these slopes go to the riprapped drainage channels and eventually to Council Springs.

Note: water in Council Springs Creek upstream from area of development is turbid/muddy and no visible significant change after passing through HRN discharge area.

Correction request:
- inspect back slope areas and discharge channel. Additional sediment controls and water management is required to prevent muddy discharges into the Creek.

Inspection conducted on the upper areas of Harris Ranch North. Slope stabilization BMPs (tracking, wattles, seeding) have worked well. No hillside or slope erosion areas of concern.

The water tank up top is now complete and associated ESC permit has been closed. Surrounding disturbed area has been waddled and hydroseeded/temporary stabilizztion.

Active hauling and grading for roads is in progress. Two water trucks circulating site to keep down dust. Ground is very dry, but the dust suppression is working well on the busy routes.

Some minor trackout to Barber Driver, RP Chad stated that street sweepers come 2x weekly. Will check back this week to see if sweeping has occured.

Retaining wall in Council Springs area is in progress. Damaged silt fence has been removed and will be replaced upon completion.

Road paving is scheduled for late August or early September.

Inspection of slopes, revegetation, and staging area conducted at Harris Ranch North.

Hillsides hydroseeded with fescue mix in late February is establishing very and is near 70% coverage. Slopes hydroseeded in early April are not doing as well due to the unseasonal high temps at that time. Syman Co. is monitoring and will re-apply seed as necessary.

As hills cut and graded to final specifications, topsoil is spread and wattles area installed.

No activity at Council Springs access road creek crossing. Creek flow is less than a trickle. BMPs are still installed to protect the creek area,.

Crews are working on improving Barber Dr. and subdivision entrance. No trackout or fugitive dust issues.

Up top material management and staging area was clean and no spills or containment issues noted.

Walk through inspection of Council Springs Creek area and inspection of slope stabilization with Syman Company foreman Andy.

Silt fence and vegetative buffer along Council Springs Creek has been maintained and no areas of disturbed area affecting the creek were observed.

It was noted that the culverts recently installed under the access road will need modification to allow water to flow through the culvert pipe instead of infiltraing and pool below the level of the flared entrance.

No active constuction around the creek crossing. Check dam and silt fence filter area appear to be working. Water entering and leaving the work area is visibly very clear with no change of turbidity detectable by the eye.

Slopes:
- WIP on spreading topsoil, wattling at 20 foot intervals and applying a native grass seed mix with bonded fiber matrix hydomulch. Slopes will not need further grading have had BMPs applied. Grass seed is germinating and sprouting in some areas. No significant rill erosion or wattle failures observed.

No trackout at entrances and no stormwater related discharges from site. Staging area has secondary containment for fuel and other material containers. No windblown trash or fugitive dust issues at time of inspection.

No corrections issued at this time, site is currently in compliance and appears to be on schedule to handle spring time precipitation.

Newly installed culverts with flared outlets and rip rap will also help keep water clean and will divert foothills runoff from disturbed areas. No erosion or sedimentation issues observed at the outlets to creek.

Culvert work area check dams and diversion tube are keeping passing creek water clean. No issues observed. New check dam in creek is providing added settling time.

Trackout has been attempted to be cleaned at both access points to Harris Ranch North.

Barber Drive entrance has been improved with sandy pit run and a rock tracking pad. Smaller round rock used for pad which is not as effective as the prescribed 2-3" rock for entrance

Council Springs Road has been cleaned but is so muddy that wet mud and sediment is in the road cracks and currently can't be removed. Need to bolster the rock entrance and continue to clean daily.

Corrections requested at the Council Springs access road and culvert installation for HRN are complete. A large washed rock check dam is settling and filtering the creek water.

To the left of the road abutting the graded hillside, a series of 4 checkdams are installed to treat runoff from the hillside and roadway.

Silt fence along road is trenched in well and vegetative buffer around banks have been maintained.

There is trackout to Council Springs road from the trailhead/staging area but it is being swept at the end of each day with street sweeper, though dirt is pretty sticky & muddy at this point so sweeping performance is not great. Receiving MS4 has inlet protection.

Inspection conducted 12/23 found that initial corrections were made to address BMP issues in the Council Springs work area. Corrections included addition of sediment control wattles, temporary drainage diversion channels, and weighing down the uprooted silt fence across the creek with gravel bags to form a complete barrier.

Site remained inactive due to wet and muddy conditions. Work is to resume this week weather permitting. Creek was running clear when no rain is occuring. Still at risk to receive muddy runoff below the box culvert.

Remaining corrections:
- installation of rock check dam(s)
- installation of more wattles per ESC plan
- installation of silt fence along the bottom stretch of road.

Inspected area of work on Council Springs Creek where culvert for fire access road creek crossing is being installed. No construction activity occuring at time of inspection, site shut down due to wet conditions.

-Observed turbid water flowing in the creek channel approximately 1/4 mile below construction. Water seems to filter out in the biofiltration drainage area and culvert before flowing though Harris Ranch sub. Flow above construction is area is not clear but significantly less turbid than passing through construction area, indicating lack of BMPs or failure.

- The silt fence installed across the stream channel meant to retain and filter water is uprooted and turbid water is flowing downstream. Improper use of silt fence BMP. Checkdam with filter fabric should be utilized in combination with the existing SF - removing now will cause trapped silt to pass downstream.

-Another source of sediment is from the runoff coming down graded hillside and access road is flowing into creek water holding area (damned by silt fence mentioned above) and mixing with the stream flow. There are no BMPs to capture or slow this runoff into the creek holding pond.
Positives:
Above stream the coffer dam and stream diversion are working well and water coming out the pipe into the muddy holding pond is relatively clear. Along the creek banks where the road is being widened sediment control BMPs and stream bank buffer are effective and not damaged.

Correction:
- Install wattles, silt fence, and rock check dams around area of work to complete. Consider diversion of runoff from the road and graded area with a berm and directiong it down the road instead of into creek.

RP Chad and Syman supervisor Andy were notified. Crews were sent to site to begin work. Rock will be ordered and checkdams installed ASAP but probably not today.

Snowmelt runoff and forecasted wet conditions make this an immediate priority.

Hillside slope stabilization (topsoil application, horizontal tracking, wattle installation) was mobilized last week and is in progress as conditions allow this week. No issues reported or observed. No trackout to Barber Drive, staging area has been moved uphill.

Observed sediment runoff from area of activity on Council Springs. No sediment bag installed where runoff is entering MS4. Issued correction to install check dam/diversion to the left of the construction entrance as well DI bag. Rock construction entrance is installed but appears some mud/dirt did come out of trucks.

RP stated corrections will be requested today and installed ASAP

Inspection took place on 11-3-15. Myself, EPA, Hunter Homes, Syman Co and Western Construction inspected the entire site. Did not visibly see any major issues. A few maintenance practices needs to occur to the silt fence along the Penatentary Canal from rolling rocks from above. EPA conducted a full SWPPP Compliance Inspection and will be drafting a report to send to Region 10. Will keep in contact with Pat Stohl on the Status

Spill complaint investigation...

No evidence of spill or discharges of fuel or oil in and around the fuel storage area in the lower staging area. Some stormwater has collected in the secondary containment area but no sheen in the water was observed. Large fuel tank is double walled container and all barrels and used oil tank are located within a bermed containment area lined with vapor barrier. There is a spill kit located at this staging area.

Western Construction mobile service trucks fuel up at lower tank and then deliver to equipment either in upper laydown area or out in the field. Each unit is equipped with spill kit.

Western Construction GC stated he was not aware of spill other than note of leaking equipment noted by Syman Co. on their weekly SWPPP inspection logged 10/10.

SWPPP inspection notes:

10/20 Spill reported by inspector to have been cleaned up and no further issues at the upper laydown area

Ride along inspection of Harris Ranch North hillside grading & fill operations:

During the inspection of the upper section of the construction site I observed many BMPs in action as summarized below:

1. Dust suppression - water truck circulating on the main road from the site entrance, offices and staging area to hillside area. Road was not dusty due to moisture but was also not muddy, . Dust suppresion and compaction water for hillside work is stored in temporary lined holding pond at top of main entry road. Water pumped up from Penn. Canal. Large water buggy (9000 Gal) carries water to operations area as well as water trucks. There were no significant dust plumes observed.

2. Cut-slope faces and parcel stabilization & erosion and sediment control BMPs: slopes have been compacted and tracked horizontally. Sediment troughs have been created by earthen berms to contain/direct runoff. No rills or gullies observed throughout site. Slopes will be stabilized with combination of mats (coconut, jute) as well as bonded fiber matrix (BFM) and a site specific seed grass mix for hydroseeding. Before this work is done, top soil that was collected and stockpiled earlier in grubbing phase will be redistributed to provide growing medium for new grass & vegetation. Wattles will be installed at 10 ft intervals by Syman Co. The cut slope stabilization activities are scheduled to begin early November.

View lot parcels graded to direct runoff sheet flow inward to roadbase instead of to the hillsides. Edges of lots have earthen perms for extra containment.

3. Surface water and perimter sediment controls:

Silt fence installed along Pennitentiary Canal as well as preserved banks. Silt fence installed at wetland/drainage interfaces in the area of operations for the United Water main line installation that will go up Council Springs. Crews onsite installing silt fence. Water line work to begin next week.

4. Staging area and material containment BMPs:

Dual lined fuel tank, designated storage areas with containers labeled and stored with secondary containment for spill protection. Vapor barriers have been used for lining. Staging area has rock tracking pad, no trackout to Barber Dr. occuiring, and SWPPP and Boise ESC permit information is posted. SWPPP located in job trailer.

Site is in good condition currently and no violations were observed. No complaints have been received by the ESC division. Approved.

Discussion with Chad Hamel with Hunter Homes to get update:
- dewatering and compaction water is being stored in a pond above Barber Dr. Area is surrounded by silt fence. Future water tank is scheduled to be built this winter.

- Graded hillsides are compacted and tracked perpendicular to slope contours. Syman Co is to install wattles incrementally on the cut hillsides, which will be hydroseeded/tacified in this fall.

Project got approval from Army Corps to install box culvert in Squaw Creek/ Council Springs for stormwater drainage. Currently area delineated by silt fence. SF will be removed and work will begin in area next. HH to submit copy of 404 permit permission to City ESC.

Permit sign and eNOI tracking number are posted at entance. Staging area has been set up and equipment is parked on site. SWPPP will be kept in job trailer. Head Syman inspector is Reynato, and Western project manager is Ron ###-####.

Wire backed silt fence has been trenched in along Pen. ditch and makes a sediment barrier for downhill runoff. Wattles line the access road where it crosses over the ditch. A temporary of construction entrance of small crush stone has been installed. This will need to be replaced by larger crushed rock as the current one fails and more workers are in and out of the site.

Double walled-self contained fuel tank is to be kept at staging area. A water tank is being installed up the hill from the staging area and tank area is surrounded by silt fence.

Approved to start work next week.
