Walkthrough conference with RP and developer to discuss ESC installations and stabilization/vegetation schedule @ Highland Cove

WIP on Highland View entrance on landscaping. Once landscaping is complete, the DI bags installed on the old part of HV Drive may be removed since the new system is now installed and will have sediment protection.

Perimeter wattles have been installed around SFH parcels on the downhill sides to slow sheet flow and trap sediment. Plan is to make further adjustments after first 0.25" rain event..

Once landscaping (sod, tree/bush/shrub installations, ground cover) in common areas is complete, remaining slope areas not on building pads will be hydroseeded or have tacifier/BFM applied. Slopes are already tracked.

One area needing slope interupting wattles is above the east side of the golf course. 2 rows of wattles following contour shall be installed as well as hydroseeding in the area. A final wattle should be installed where the disturbed area meets the golf path.

Install velocity dissipating and sediment trapping sod strips in front of the rip rap lined run on collection channels at bottom of the cove. Uphill from this area more landscaping is to be installed and the cut slope north of this drainage will get wattles and hydroseed application.

Schedule for all landscaping and hydroseeding is for early to mid- October.

Correction request: clean up uncontained washout sprayed down hill at monument sign on Braemere. Washout provided across the street but was not used. This area needs further erosion controls on the slope in addition to wattle that is in place.

Slope vegetation growing well through erosion control blankets. No erosion or slope failures observed. Preserved vegetation between graded area is in good condition. Will recommend potential to plant sage brush on slopes, currently appears to be mostly grasses.

No construction entrance rock at Highland View Drive but road has been swept regularly and both MS4 inlets have mantained filter bags installed. Minimal WIP on site by Knife River and Rock Placing Co.

No new corrections. Will inquire about revegetation project.

Heavy duty construction entrance has been removed and has not been replaced. Good amount of trackout to Highland View. No discharges or runoff occuring at time of inspection.

RP stated that entrance was removed because of a trenching project that is scheduled to occur soon. Current sweeper truck schedule is once per week. If no construction entrance can be installed, then prohibiting access or installing rumble bars or wheel brushing/washing station will be required.

Hillsides are vegetating well under ECB, no slope failure of significant rills observed.

Still working on vegetation plan proposal.

RP notified ESC division on 1/27/2017 that corrections are in progress to address issues observed on 1/19 inspection.

Water running off Braemere to HV Drive is being to diverted away from slope leading down to incomplete disturbed area. The diversion will route water to sheet flow down the road and towards the sites sediment basin at bottom of hill.

Engineer is assessing design of water conveyance on the inside corner with further corrections to be implemented when conditions allow. Frozen & unstabile slopes currently.

On 8th street extention the water drainage has cut in under the berm and is flowing over the ECBs depositing dirt on the ECBs. This water is then flowing Hulls Gulch ravine. Requst to have engineer review design and request corrective action.
On the West side of the site the water flowing from Baremere and highland view Dr. is being channeled by the wattles and creating rill erosion of the slope. Request review, maintenance, and possibly rerouting water.

Notified RP of the observations. RP to provide update of corrective actions to be implemented. Site currently under snow covered/frozen conditions with some active runoff.

WIP on installing hillside erosion controls, including slope intercepting wattles, horizontal tracking, hydromulch application, and erosion control blankets.

Wattles are staked down, but in some areas were not trenched in, potentially due to frozen ground or rough/steep terrain. Some tenting of the ECB is observable but it is staked down and should prevent raindrop erosion.

Construction entrance has been lengthened and sand bag sediment check dams installed to trap dirt on the side of the development.

Extensive amount of labor and materials utilized, will monitor performance during next precipitation to identify any issues.

Request to prohibit fence crew and ESC installation crew from driving on grass off Sunset Peak Rd.

Rainfall inspection at Highlands Cove subdivsion. Inspected construction entrance and Sunset Peak drainage.

Corrections needed to prevent muddy discharge going to existing MS4 drains near entrance, the inlet filter bags are insufficient at the entrance on Highland View. Muddy runoff is mainly due to trackout and sides of culdesac. Need additional controls.

Corrections:
- sweep culdesac as conditions dry
- check length of construction entrance to make sure it is 50 ft or longer
- install check dams or alternative control to reduce amount of sediment in water that makes it to the drain

- retrack lower graded area below Sunset Peak. More wattles and/or silt fence could be necessary. Area is not yet hydroseeded or mulched. Addition rip rap should be considered.

Onsite inspection requested to address corrections & potential issues.

Other BMPs including hillside tracking, sediment control wattles , and drainage design to collect and retain storm water is working well.

Grading work is still occuring at Highlands Cove subdivision project. Dust control system is still installed and working well, no plumes observed. No complaints received since early August.

Sunset Peak/8th Street extension re-alignment has been complete. A new section of rip-rapped barrow ditches have been installed on both sides of road and should receive sheet flow from road and prevent water running down the pre-exisiting gully. Disturbed slopes around the new road area have been horizontally tracked and sediment control slope interupting wattles have been installed.

No corrections requested at this time, recommended to RP that an onsite inspection be conducted during first significant rain to check for any weaknesses in BMPs or discharge issues. May want to install silt fence section in the gully below the wattles on the inside of the road curve.

Dust complaint received.

1 water truck on site and two excavators were grubbing/rough grading and moving dirt from two locations within the Highlands Cove subdivision. Initial plans to have onsite water tank were not possible due to location of nearest hydrant.

While onsite the truck is effective at minimalizing the dust, however when filling up water it takes approximately 15-20 minutes - during which excavators continue to operate, making more significant amount of dust during that time and the appearance that there is no dust control at site.

Correction request issued to developer:

- Need to have two water trucks onsite that stagger their loads so that we can have a truck onsite and active while excavation is taking place. The alternative would be to cease excavation when the dust control water truck is filling up.

Site will be inactive tomorrow. Work will resume Saturday and the developer stated there should be two water trucks.

Walk through inspection of BMPs with Highlands Cove ESC/SWPPP team Clay, Charlie with Specialty Const, and Dave J..

Excavation/grading will conducted by Knife River (Mike Cole supervisor) and geotech testing by Strata.

Initial site actvity will be start at the end of existing Highland View Dr. Once the road is cut, trackout controls and entrance shall be installed. First receiving DIs on Highland View have sediment protection.

Silt fence has been installed properly in two sections as noted on the ESC site map. In between the two sections below the future subdivision is an existin earthen berm that will capture sheet flow through this area. Vegetation below road cut is to be preserved.

Two water tanks for the dust suppression and compaction needs will be placed in the staging area and auto fill through a metered hose from approved hydrants in the Highlands.

Will need to in need to inspect sediment and stormwater conveyance channel BMPs once Sunset Peak Road is relocated/rerouted to check how water will flow through the work are towards Hulls Gulch. Currently two dandy bag check dams have been installed in the gully that has formed from water running off Sunset Peak road.

Requested that trash dumpster be installed for workers during excavation phase to cut down on litter.

Approved for construction, excavation to begin tomorrow AM
