10 AM walk through with Jill, Colin, Michael regarding phase 10 construction (to begin in August pending approvals). No issues or corrections requestd for phase 9

- reviewed grading plan and draft ESC BMP placement
- main construction entrance installation and SWPPP sign will be posted at Eyrie Way.
- large retention pond at bottom of subdivision to be cleaned out and graded during this first phase of work so that stormwater runoff can be contained onsite. Silt fence perimeter will be installed between pond and adjacent lot that borders Stewart Gulch/Sand Creek.
- storm drains on Eyrie Way will have sediment protection.
- staging area of equipment to be northeast of the stormwater pond. Will have water tank(s) onsite for dust control and soil compaction moisture.
- top soil will stockpiled at winter camp culdesac to be re-applied to graded slopes. Any long term stockpiles kept on site after grading will need to be stabilized.
- after first phase of mass grading & earthwork additional BMPs will need to be installed. (slope tracking, wattles at intervals on steep slopes, drainage controls, and check dams in any conveyances.

- as a safety control and rock barrier, straw bales will be installed below area of disturbance and above homes on the north side of Arrow Villa. It is is noted that this is not a perimeter sediment control. Preservation of hillside vegetation outside clearing limits and grading to direct water away from slope and toward future road will conducted. Additional permeter sediment controls may be required upon completion of earthwork.

Full ESC plan review has not yet been conducted and items discussed today will be included in the SWPPP narrative.

Inspection conducted on 5/9 PM. No new subdivision activity within Eyrie Canyon #9 limits. Hillside areas not on graded parcels have revegetated well.

Trackout from #9 to phase #8 has been cleaned regularly. The drainage channels on either side of Arrow Villa have had maintenance conducted on the wattle check dams and an earten berm has been installed below lots on corner of Winter Camp and Eyrie that is acting as a sediment trap. There is some erosion evident on these lots.

Storm drain inlets are protected with fiber mats.

Mudslide from graded lot down to home on Arrow Villa has started to revegetate naturally. Sod in backyard has been replaced. Will check with PW HIllside for further slope repairs that may be required, the drainage issue on the lot in question has been temporary mitigated.

Note: rill and gully erosion is occuring on the lot on Winter Camp and slope below. Recieving area is owned by developer. Slope will need repair and erosion controls installed to satisfy final ESC permit conditions.

No immediate corrections requested.

Corrections needed at site:

- remove accumulated sediment captured behind the check dams along Arrow Villa fire lane; provide alternate method to stabilize the drainage ditches and capture sediment
- sweeper service needed to clean up track out during hauling operation for phase 8 re-grading
- install better construction entrance stockpile area or change loading area location.
- need erosion control on the large lots at top of Arrow Villa & Winter camp. Erosion rills and sediment accumulated at downhill show need to protect this area. Recommend a hydromulch, divert run-on to this area, and install a silt fence or wattle along the bottom of sloped area.

Note: As of 4/5 mudslide from top of ridge to occupied home on Arrow Villa has not any action taken by developer, HOA or homeowner. RP stated landscaping crew is beginning 4/6

Parcel above mudslide to Arrow Villa now has drainage trenches to drain water to sediment basin to the north in EC #9, away from lot from slope to the south. Plans for slope repair were mentioned to be awaiting drier ground conditions. Conditions currently very muddy to walk or get equipment on - could cause more damage.

Corrective actions:
- work on re-installing compost wattle check dams along both sides of Arrrow Villa that are no longer in contact with bottom of channel. Remove sediment and mud from behind existing check dams.
- considering installing channel stabilization BMP , rock or turf re-enforcement matting, another application of hyroseed

Correction from last request has been completed, area around washout has been cleaned. Excess dirt and debris hauled away.

The road from Arrow Villa to Silver Crest through phase #9 is now complete. Newly installed storm drain inlets have been fitted with coir mat sediment filters. VSI recently hydroseeded distrubed road shoulders and bank slopes between terraced parcels. With precipitation the seed should grow well and has organic soil improvements and binders in the seed mixture.

Lower entrace drainage has sediment control wattles installed in intervals .

Correction recommendation:
- upper areas toward Silver Crest should have perimeter wattles strategically insstalled at potential sheet flow runoff points.

Site currently in good condition but should be inspected during the rainfall forcasted next week to identifiy potential issues.

Correction request to forbid all non-essential construction traffic on this road unless for emergency or special load out operation. Road may be used for private access to horse stable area but not for OHV recreation.

Superior Construction to restrict use through training with employees and to block off access with barricade. Construction entrance should be via Arrow Villa only or the upper access point on Silver Crest.

Note: plan modification on 6-7-16 was to cover pre-existing temporary sediment retention pond and rock construction entrance. Added area to regulate track out and allow for alternate use only. Road has existed on this property prior to EC#9 construction.

SWO correction requests for Eyrie Canyon #9 have been addressed by developer.

Walk through inspection of BMPs required to lift SWO conducted with Connell Development stormwater team.

1. BMPs properly re-installed, including DI sediment filter bags, earthen berm diversions, construction entrance rock stockpile now onsite, temporary retention ponds; lined concrete washout for SFHs in progress in EC phase #7 by Canyon Crest; all installed per current ESC site map of BMPs at EC #9.

2. Sidewalks and gutters are clean with no loose sediment or dirty runoff evident. No trackout onto Arrow Villa from construction area
3. Graded hillsides through out the phase were hydroseeded early March. Extra applications were put on sensitive/steep slopes. The hydroseeding from November 2015 is showing signs of establishing well and stabilizing hillsides.
4. No significant erosion rills or gullies observed due to recent rain events. No BMP failures observed. 5. Revised and updated ESC plan submitted and approved by ESC division.
6.Special Investigation fees paid.

Eyrie Canyon #9

Site now approved for construction activity and proceeding with plans to compete sewer and roads of phase 9. Work is tentatively scheduled to start in mid April.

Hydro-seeeding subcontractor was approved to be onsite to apply seed to the slopes and shoulder areas in phase 8 & 9. Prior to VSI (seeding company) coming on site, the developer filled in some gullies in the slopes and bermed some lots to control runoff locations.
This recent grading work has not been formerly reviewed or detailed in a grading or SWPPP plan.

Requested that all work completed this week be documented on the new SWPPP map that is required to be submitted in order to remove the SWO.

No other work not related to repairing erosion or installing BMPs (this includes the hydroseeding) is to be allowed until SWO is formerly lifted.

It was observed that water is being pumped out of Stewart Gulch creek for use in hydroseeding truck. It is unclear if this is a common or prohibited practice. There was no damage in the creek area observed, the truck is parking on the street and filling up with a hose & pump system
