New permit application to cover construction activities in area that are currently not part of active permits. This new permit will inlcude the employee parking area for the Arboretum project, staging area for Brighton Homes excavated dirt and rock stockpiles, and the concrete washout and landscaping material stockpile area for Park Place

Corrections to be completed:
- install sediment control wattle along the Walling Creek walking path and sloped area disturbed by irrigation line project
- clean up uncontained washout next to the washout pan facility . Increase frequency of service calls to prevent overflowing and dumping. Post signs for no dumping etc.

Review of dewatering plan implementation and continuation of the Barber Valley townhomes subdivision.

Dewatering by one pump to connect to exsiting sewer is occuring. Water flows into conveyance trench approx. 120 meters into a serious of 3 lined settling ponds. The system can overflow to a bermed flat area to the west of site. If it does not infiltrate the water will pass through some vegetation and straw wattle to reach the swale in the park.

Set up looks good, Brown Construction is monitoring flows. Plan approved by ESC divsion office and associated fees were paid.

Subcontractor crane leaked significant amount of fluid (hydraulic oil?) on Blue Ribbon.

Requested that soil spread around spill area be swept immediately and disposed of properly to not mix with the storm water from today's afternoon precipitaion.

Both Brighton Corp. & Brighton Homes are working on case. Kyle stated he will give crane operator a warning to bring spill prtection and cleanup materials. Company is AM Crane, which I was unable to contact.

Correction:
- house keeping around site should improve. Trash containers are provided but there is lots of litter around townhomes and in the gutter. Significant amounts of stucco material and washout in gutter and street as well as sawdust, both are potential polluntants when mixed with stormwater and drain the stormwater system. Site needs regular broom sweeping to control accumulations.

*** Visited the site where complaintee stated he could smell fuels. I seen no evidence of a spill or illicit discharge of any kind. I contacted Daniel with Brighton and Erby and both are un-awhere of a spill. I believe it to have been irrigation water from watering the lawns. I did not detect any fuel smells. The pics where taken from the greenbelt (outside the chainlink fenced project area). Location is at the intersection of E. Front Runner and S. Homestretch. No issues observed

No erosion or sediment violations occuring but due to lack of trash and material enclosure some construction related waste and litter has blown into the swale in the park.

Correction request:
1. Pick up trash today and tomorrow in the swale along the length of the project.
2. Provide trash enclosure and make sure it is large enough and serviced frequently.
3. Install perimeter fencing to catch any wind blown material from blowing into swale or towards river.

Correction issued to Brighton Corp RP Danial and Brighton Homes RP Erbie. Danial will provide fencing next week, trash bins will be built for use next week.

Inspection conducted to check that dewatering operations are not discharging offsite.

Dewatering pumps have been moved to the east side of site where active trench is occuring. The 4 settling/infiltration ponds on the west end of site are currently full and water is being diverted into an alternate receiving pond that drains into a well head. No new water enter full ponds, and no water being discharged offsite and no system set up to discharge observed.

Some minor trackout, but no other violations observed. Will update Brighton RP on progress.

Inspection conducted to check on dewatering system. Dewatering still in progress with two pumps. All 4 ponds have water in them and are at about 75% capacity. Brown Construction worker stated they do not anticipate the ponds tfilling beyond capacity.

I stated that pond levels should be monitored closely and that if levels get close a diversion to the open land area with berm should be used. No discharge to the swale within park allowed. He stated dewatering should only be for 4-5 more days.

No violations observed. Approved.

Barber Valley townhome site is in progress including onsite utility/stormwater/sewer work and the off-site power line trench to the northwest of site.

No trackout from either locations, equipment is kept on site. No dewatering to offsite swale in park occuring until approval gained from Parks n Rec. Brighton RP notified to consider different options than discharging into swale. Currently the onsite dewatering mote and series of 4 settling/infiltration ponds have been constructed and are in use. The water in the 4 chamber is visibly clearer indicating treatment. No pipes or conveyance to swale has been installed and current capacity appears adequate.

No corrections at this time.

Met RP Danial of Brighton Corp. onsite to review plans and BMP installations for Barber Valley townhome sub. Site is surrounded security fencing to delineate area of disturbance, control access. Permit and NOI info posted at entrance. Wattles have been placed on the south perimeter of the site (between swales and river) and are trenched in. The offsite power trench BMPs will be installed prior to disturbance and inspected seperately.

Discussed future dewatering and instructed that Boise Parks and Rec will be involved because they own the swales and pond that treated water will be discharged to.

Approved for construction.
